Thanks to a CNET report, we've learned that the Apple Peel 520 (previously "available only on the Chinese black market) is set to be imported to the US by GoSolarUSA.
According to GoSolarUSA's website and press release, "The Apple Peel 520 is a radical new third-party device that adds voice and text messaging capabilities to the iPod Touch for a fraction of the cost of an iPhone!"

The tech was created by a 22-year-old Chinese programmer named Pan Yong and acts as a protective skin that simply slips over the iPod Touch and comes with a separate battery, docking system, and SIM card.
In addition to the skin, consumers will also have to jailbreak their iPod (use software to free the device). Then, once the 'proper software' is installed, "the Apple Peel 520 adds the ability to make voice calls and text messages using any version of the iPod Touch."
Initially it was reported by CNET that Apple Peel 520 wouldn't work on the latest iteration of iPod Touch, though GoSolarUSA's claims and a YouTube video of iOS4 getting jailbreaked seem to dispute that.
No exact import date of the Apple Peel 520 has yet been given.
